The Personal Care Products Council categorizes PPG-2 hydroxyethyl cocamide as being sourced naturally from plants (such as coconut), as well as having synthetic origins. It is a yellowish liquid in raw material form. The 2019 Cosmetic Ingredient Review Expert Panel deemed PPG-2 hydroxyethyl cocamide safe in in the present practices of use and concentration described in their assessment when formulated to be non-irritating.
